new script for libWc1Recon.so

Hello Blasters,

        I have just put into the cvs/run directory a script
called t.C . In many respects it is like "s.C", expect that
it allows you to use either my old methods for cluster, stub
and segment finding, or you can use Tong's classes for these
steps.

        This script uses the library libWc1Recon.so . This
can be build in the directory, cvs/BlastLib/wc1 . Note,
copy libBlast.so into that directory so it can be linked into
libWc1Recon.so .

        Please try it out, and Tong and I would like to hear
your feed back.
