epel in autoconf, track colours

Hi,

I added userGen/epel/vziskin version of the ep-elastic generator into
the autoconf scheme. It can be compiled by

configure --enable-epel [ etc... ]

and saying "make". The old version is still under userGen/epel/vziskin
and can be compiled with the usual Makefile that sits there.

I have also modified the default track colour for protons (ipart = 14)
to blue. It is done by direct access to the colour look-up table looktb(16)
in the GEANT common block include/geant/gcdraw.inc, which is not the
best, but it works (thanks to Sean for this solution).
