[BLAST_SHIFTS] changes to coda and blast directory

Hello Blasters,
a new organization of coda files (crl's, sources, objects) has been made
as explained in the attached readme (stored in ~blast/commis/coda/crl).

The new system will hopefully allow for a transparent way of checking the
code you are running (the crl lists are generally well commented) although
this does not want to sound as invitation to go ahead and change it.. unless
you think you are expert enough.

Another advantage is that the user "coda" remains owner of what is described
above as the standard, working version. While you don't need the coda password
to implement your changes, it is also true that only "coda" or "root" can
accidentaly delete the standard code. So it is also a lot safer.

On another note, the blast home directory has been essentially streamlined. We
would really like to keep it this way. Old stuff has been placed in ~blast/junk
awaiting your inspection. Please do so.
