[BLAST_TOF] problems at the start of shift

As soon as I got here Adrian told me that the efficiency was back down to
71%! I checked the TDC start (the lemo connector right at the backplane)
versus the TDC stop for the top and bottom on the left. It seems that for
our LTOF1 anyway that the BOT stop precedes the TOP by at least 20nsec.
This is exactly the opposite of the situation we had last night. I have
put a call into Karen as Adrian said she made some final adjustment before
she left and I am waiting for a call back.
