[BLAST_ANAWARE] cuts in CC_TDC

Hi guys,

Why did you use this cut: tcr < 8192 (tcl also)???!!!
Since the TDC limit is 4096!!!
Indeed we've got a lot of overflow in CC_TDC's, and using
trc < 4000 one gets 60% efficiency!!
