[BLAST_ANAWARE] efficiency plots of 3/19 software mtg

hi,
  i checked in the code i used to make effiency plots, in
exp/commis/phase2/wc_eff.c, wc_cuts.root. you can run it with the
command-line 'root wc_eff.C 3063-3070' from the spuds. after updating
from cvs.
  maybe we can use something like this to get our agreed-up efficiency
results.
