Hello,
under jason request I put the fill by fill charge in the charge file,
and in a spin dependent way. So we won't need to run a separate charge
program for that. Only charge.C was changed.
Also, I realized that the previous implementation of the fill by fill
charge had a bug and so that consecutive runs always had one common fill
numbers.... (the last and the first fill number). Now the fill number
should be well defined.
