[BLAST_SHIFTS] Shifts cancelled

Hi,

        BLAST shifts are cancelled until Thursday 08:00.

        Problems with the ring vacuum mean that pumping probably won't start
until tomorrow and the earliest beam could be available would be 00:00
Thursday. If beam is ready then we will let the machine people tune
with the new collimator.
