[BLAST_ANAWARE] monte carlo time-to-distance corrections and additions

there was a mistake in the monte carlo's wire chamber time-to-distance
algorithms. basically, the monte carlo was assuming that the t0's listed
in the Wire.Cal file were in units of [ns], not [TDC bins]. anyway, this
problem has now been fixed and (hopefully) the full Garfield cubic
time-to-distance relations now work.

additionally, i have added a command to the fort.99 file called WTDC.
this command will allow the user to pick either 1) the full Garfield cubic
time-to-distance relations or else 2) the simple linear time-to-distance
relations. see the fort.99 file for more documentation on using this
command. the default option for this command is the full Garfield cubic
time-to-distance relations.
