[BLAST_SHIFTS] changes in data transfer

Dear shift takers,
please take note that there is new data transfer script in place. It seems
to work well with the data I am taking right now. Of course, let me know
if there are problems. Data is still transfered to spud4 and spud5

new features are

_ make link to file immediately available
_ copy to tmp dir. Avoids re-copying the same file at the next cron invocation
  which was the cause of hangs (for huge runs or so)
- do md5sum check for each file (and save md5sums)

With a little tweaking I hope to add more handy features (move data to
"permanent" storage - periodically clean /scratch/dblast07 - warn if
something is bad w/ nfs)
