[BLAST_SHIFTS] Cerenkov boxes hardware OR'ed for trigger

        Several weeks ago, I hardware OR'ed the Cerenkov boxes for each sector, so
now only bit 11 of each sector MLU is used for the Cerenkov. Bits 10-13
used to be used; bit 10 will be used in the future for the BATs.

        There was no need to change any trigger .settings files, as the Cerenkov
bits were always X'ed. There was never a requirement that a certain
Cerenkov fired for a given TOF. The change should be transparent; this
note is just for posterity.
