[BLAST_SHIFTS] cell temperature

Hi,
I suggest to raise the cell temperature to 100K at a
convenient time. We certainly want to have data consistent
with the previous data. However, there is a good chance that
the polarization increases by 10% if we go up to 100K. A
temperature of 80K was optimum for deuterium several weeks
ago, but it is not for hydrogen.
