[BLAST_ANAWARE] bad WC box option added to Monte Carlo

i have added an option to the fort.99 file for the Monte Carlo which will
allow a user to specify which WC box(es) in each sector are "bad" (i.e.
turned off). The fort.99 commands to do so are:

  BBXL box1 box2 box3 ... (left sector boxes)

and

  BBXR box1 box2 box3 ... (right sector boxes)

see the fort.99 file for more info. (note: 'BBXL' stands for 'Bad BoX
Left sector' and similarly for the right sector command, in case you
were wondering.)

for example, if box L21 is acting up enough to force us to take runs with
that box turned off, then the following command would turn off that box in
the Monte Carlo:

  BBXL 21

note that, by default, all boxes are turned ON in the Monte Carlo. thus,
Monte Carlo users do not have to do anything to the CVS-downloadable
fort.99 file in order to ensure that all the WC boxes are working in the
Monte Carlo.
