someone, probably TB and/or Michael already did this. see
TBLDetRecon::update_l15(), update_l20(), calib_l15(), calib_l20().

left to do:
link of WC track to LADS hits.
link LADS hits to neutral tracks made from NC hits.
make neutral trakcs from LADS hits.
