[BLAST_ANAWARE] don't use "make clean all" in BlastLib2

hi aaron,
  i'm forwarding this to the whole list.
  good observation. sorry not to mention this earlier. you have to
type "make clean" and then "make". otherwise "version.h" is deleted,
even though its make rule has already been satisfied. unfortunately, i
don't know any other way around this.
