[BLAST_SHIFTS] Shift summary 04/03/2004 C (8-12)

Data taking has been steady since beam was restored with a couple of minor exceptions (1 HV crate reboot, 1 CODA hang, 1 trip of ring RF). Beam quality
has been pretty good. The problem that kept beam off for most of the night had to do with the panic system rather than a power glitch, so all magnets remained on. We have had some bad fills though in which the lifetime was below 15 minutes and halo was high. The wire chambers have quieted down a lot since the beginning of the shift. L14 has been holding steady at 3800. Runs 6191-6202
have been taken.
