[BLAST_SHIFTS] Run plan

After the ABS turbo controller failed last night, it was elected to
open the hall today for maintenance. During the day:

- Snakes filled
- BRP aligned
- Brem monitor set up to help CCR tune for Compton
- Unpol gas feed system set up again (not clear whether this is finished
yet)

Run plan for tonight:

- Lock up Hall

- Until midnight, run empty target with injection tune (not normal
storage tune) to get good measurement of the beam polarization.
Restrict current to 50 mA during any tuning.

-At midnight, start warming up cell. Target vacuum is still bad and we
expect this will improve it. This will prohibit any running of beam.
Owl shift is cancelled.

-Start cooling cell in morning

-Expect replacement controller for ABS turbo to arrive at 10:00 tomorrow
morning.

-Resume running on polarized deuterium
