[BLAST_SHIFTS] neutron wiring in trigger

hi karen,
  one last question: i heard that the lads are configured in software
as half on the left, half on the right, even though they are all
physically in the right sector. is this also the case for the trigger
logic, because if so, i am worried about the validity of neutron-tof
coincidences.
