[BLAST_SHIFTS] WC unavailable again

One of the low voltage power supplies for the amp/disc cards on the
right sector is not working.

A replacement is expected Friday morning until then the WCs are not
available.

If this delay is a serious problem we can jury-rig another power supply
but to serve but otherwise I would choose to wait for the correct,
non-switching power supply to be delivered.
