[BLAST_SHIFTS] holding field angle 20 degrees?

I'm presently on shift and looking at the numbers and the holding field is at
-20 degrees. There is no mention of this change in the elog. It started on the
empty target run 10961 and it has been continued through to 10970 when Deuterium
was restarted and has continued to today. Is this intentional?
