[BLAST_SHIFTS] Daily BLAST meeting

Beam lifetime is nearly independent of current, at 22 to 25 minutes, after
a minor adjustment to the sextupoles.

Taylan has traced a few recent odd beam polarization measurements to bad
fills.

Genya says the target thickness is down by about 10% compared to a fresh
dissociator tube (installed 9/15), and so he expects we'll change the tube
every 3 weeks (the week of 10/4).

After this meeting, Jan will check the effect of the CWRF gap voltage on
lifetime, and also check that the beam is still centered in the target cell.

Then we'll continue running ABS polarized D2.
