[BLAST_SHIFTS] Run plan for background studies

There was discussion at today's analysis meeting of remaining tests
which should be carried out to study background as a function of beam
current and target density. In the end, it was decided to take some
unpolarized deuterium data for two different target thicknesses (0.5
and 1.5 * normal buffer pressure). This study will commence when the
hall is closed this afternoon and last until Friday morning.

In the meantime, the ABS nozzle will be warmed up. ABS running will
resume on Friday morning. We will run at 225 mA until Sunday morning,
then lower the maximum stored current to 100 mA for the remainder of
the run. The overall plan is summarized below.
