[BLAST_SHIFTS] a few bad runs

Hi,

I would like to point out a few runs that I would suggest not be included
in analysis or be included with care:

15603 15809 16054 16134 16181:
        spin bits are not properly registered, resulting in the charge on
        individual spin states all being 0. all are this years run

8832 8930 9068 9072 9307 9388 10442 10563 11198 / 14339 14358 14361 14363
14442 14783 16093:
        perhaps beamgate is open while spin bits are still not properly
        set during target state transition, the sympton being the sum of
        charge on individual spin states is different (always less) than
        the total charge counted by more than 0.5%.

8790 8829 9023 9030 9035 9844 10026 11298 11761 / 14473 16148 16164:
        very high BQMT, likely a bad fill

15500 15525 15529 15604-15622
        very low BQMT :) many of them don't seem to have BQMT hits at
        least judging from what is recored in DST/flr, almost seem like
        BQM HV's are not on for that block of runs

8712 8804 8987 10582 10623 10639 11192 11831 / 14556 15641 16022
        very high BQML

10045 10079 10682 11388 12006
        very high BQMR

10383 10384
        very low ed elastic rate

these are about 70 runs out of a total of about 3200.

these suggestions are on top of a bunch of runs Aaron suggested suspicious
due to low vector pol and/or low e'p rates. I would definitely advise
against the runs with charge problems.
