Yes, I know.

Simon has the ownership of that directory, but both his "group" settings
and the permissions on that file are incorrect.

This is a bit of a weakness of CVS, in that it uses the standard
permissions and group of the person who adds a directory of CVS. I don't
know of an override of this behavior.

The easiest solution is for simon to set the ownership to sirca:blast
and the permissions to oug+rwx.
