I just spoke with Karen and here is my new plan of action:

1) Update a certain line in the commis .crl file per Karen's instructions
and compile it. That may do it.

2) If CODA still does not work, investigate the possibility of using the
visual_scaler program to measure efficiency.

3) Make use of one of the hardware scalers in the D-tunnel

4) Go back to the scope method of manual counting.
