ROC sleeps

        In trying to find out why a ROC sleeps (symptom is the differential
event rate drops to just the scaler+EPICS rate on RunControl), I've
found a way to wake it up, so we don't waste too much beam.

        There is a click-tab on the RunControl screen to the right of the event
counter, where you can choose from which element to read the event
count. Usually it is on blastER. When a ROC is asleep, if you click
and select a different element (blastROC, blastROCr, blastEB), the ROC
will wake up, and the event count will start increasing again. When a
ROC sleeps again, just select a different monitoring element.

        It may be that pinging each ROC on a regular basis will also keep them
awake; I haven't tried this yet.

        Unfortunately I still don't know how to stop the ROCs from sleeping in
the first place; working with David Abbott at JLab on it.
