[BLAST_SHIFTS] High voltage for Compton polarimeter

For those who may not be aware, several of the Compton polarimeter
detectors are powered by the BLAST detector HV supplies. During operation
of the polarimeter (i.e. until Monday), please leave the supplies on or in
standby mode, but don't turn them off.
