[BLAST_SHIFTS] MySQL security

Hi, everybody!
As discussed at the last analysis meeting on Thursday, access to all the
databases on blast05 (RDBMS = MySQL) has been resticted.
Everybody has "SQL select" (read) access to all the databases. Only the
root (admin account) has other privileges.
The "status" database can be accessed from the blast account from all over
the lab - so removing processes is still possible (from the blast account
only) if anything gets hung.

The NC_CC_TOF_1300_10percent.sql voltages have been loaded, as recommended
by Tancredi. Please note that nobody but the MySQL root account can drop
databases from now on.
Maybe tomorrow some SC or CC voltages will be slightly adjusted, but other
than that we should not need to modify voltages from now on. I can also
write the final NC voltages, if somebody (Chris d'Andrea) tells me what
those are. After that, we really should not need to change them (and there
are smarted ways of doing it, besides dropping databases anyway, that
solution was just quicker)...

I will need to choose some passwords for a couple of MySQL accounts that
will be used by our programs - but that is a little farther down the line,
for example when Adam needs db access for the HV GUI etc. I will make sure
Tancredi knows these passwords. Those accounts will have restricted access
to some of the tables, so we do not screw up anything else by mistake.
