[BLAST_SHIFTS] Time stamp on physics event fragments

        I've added Taylan's real-time-clock software to the FASTBUS readout
controllers (the same thing that gives the time stamp for the scaler
events), and added 2 longwords to the data stream for each crate (time
and microsecond time). These words are the first words in each crate
readout list, before the "fired slots" bit pattern and all ADC/TDC
words. Chris Crawford was modifying the analysis codes to reflect this.

        Now, even with physics event buffering, we can use the time stamps on
the physics, scaler and EPICS events to figure out what the helicity
status (from the scaler event) was at the time of each physics event.
