[BLAST_SHIFTS] TDC offsets

   I looked through the Peters figures for TDC offsets analysis.
   The location of "meantimes" coincides pretty well with my results.
The only difference is channel R0. My meantime is 3574, and Peter got
3595, and meantime should be determined with an accuracy of about
1-2 channels.
    I recall that this particular channel experienced some jump during
the data taking, and 20 channels sound about right. In my analysis, I used
runs 2749-2769. If Peter used only the first few runs out of this list, it
would explain the differences.
   The difference in "position" is more significant. This is natural, since one
has to find "edges" of distributions, which is difficult to do with a great
accuracy. Peter, did you use high statistics? If you were using only 1-3 runs,
that would explain the differences pretty well.
   The extraction of the offsets from "meantime" and "position" is done absolutely
correctly, no problems with this part.
