[BLAST_ANAWARE] maximal tdc channel in TBLDetRecon

Hi,
the last valid TDC channel is 4095 (full scale). 4098 is the overflow
channel. This applies to SC,NC,BATS, LADS since they will use the same
tdc

The adc overflow channel is 8192, above pedestal. So it is not really
well defined before subtraction, and even then we can go a few channels
high or low (the pedestal are known within an rms of 10-30).
 
On the other we should only really cut on tdc which allows to see if there
are any mistimings with the adc gate. I think that's the way it is done
