Hi, although it is a crime to change BlastLib2 in blast account, I did
again anyway.

the recent hungups of lrn are debugged and traced to an infinite loop in
TBLNewt.cc when phi angle fit went out of range.

fixed and checked into cvs. recompiled the blast account b2_96 library.

all hungups are checked and passed through with the new code.

runs: 1648 1651 1697 1699 1712 are being recrunched on spuds.
