[BLAST_ANAWARE] timing issues

Dear Chi, that one is on me of course. As per Elog that was the time I
found that annoying trigger bug..... After 1323 the "right" delays were
finally downloaded. That is why the timing changed. The trigger software
problem is now fixed.

But in general the timing correction are not final. And they need to be
else reconstruction will suffer or we may have to re-analize. I hope that
in this week shutdown we can take care of lingering outer detector issues
(timing, cc) which are now overdue. Note that from now on the flasher
data should provide un-ambiguous information of a time shift and in which
channel.
