[BLAST_SHIFTS] Shift reports

Hi,

        I have noticed that there are not so many shift reports as normal.
I think this is a by-product of having the 4 hour staggered shifts and that
no one knows who should write the shift report. So here is my suggestion:
everyone on shift should write their own report. Its a bit repetitive
perhaps but I think we can handle the extra information.
