[BLAST_SHIFTS] Procedure for closing the South Hall

It is fairly obvious that we need a set procedure for closing the south
Hall.

  I propose that we make a list of items to be checked before closing
the hall and that the person(s) on shift are responsible for going
through the list whenever the South Hall is closed. Perhaps we can
also request that CCR does NOT secure the hall until they have a
confirmation from the BLAST shift that everything has been checked.

As a start the list should include:

1. Main frame closed.
2. Sub-detectors (both sectors) closed.
3. WC covers removed, front and back, both sectors.
4. WC low voltage power ON.
5. WC gas system bubbling,
        - record He supply pressure (we use ~250 psi/day),
        - record iso-butane weight (we use ~5 lbs/day).
6. Covers on target chamber removed (both sides)
7. Valves to gas system open.
8. Cage doors closed, magnet interlock complete

Are there other things which need to be included?
