[BLAST_SHIFTS] New BLAST singles scaler for tuning

        The raw BLAST singles trigger (PHYS6, one of the forward 12 TOFs in a
sector, in coincidence with a Cerenkov in that sector) has been sent to
EPICS and digitized for CCR to tune against. The rate (normalized to
charge) appears on the BLAST Halo Monitor EPICS screen, along with the BQMs
and the left & right wire chamber rates.

        Because the rate in PHYS6 depends on what we load for a trigger .settings
file, PLEASE LET CCR KNOW IF YOU CHANGE THE TRIGGER. Just re-downloading
the same trigger will make the rate count strangely for a few seconds,
while the MLUs are programmed. The EPICS screen has a note on it telling
the operators to check with the experiment if the rate changes unexpectedly.

        The initial normalized rate on this channel is about 50 counts/mA and
90mA. Have to see what happens with tuning, and how linear it is with current.
