[BLAST_SHIFTS] status of WC box L14

it is the most upstream WC cell in box L14 that is causing the tripping
problems. today, the middle sense wire in that cell was replaced.
afterwards, the box will hold 3900V (without beam on) for 20+ minutes at a
time. the problem, however, is not completely solved, as the box will
still trip occasionally for HV values above 3900V but below 4000V.
however, due to time constraints, it was decided not to replace the other
two sense wires and, instead, work with what we've got.

i can't test the box with beam on until... well, until the beam comes on.
this won't happen until later tonight. two nights ago, L14 was tripping
at 3800V (with beam off); now it holds voltage at 3900V (still with beam
off). the hope is that the 100+ V improvement with beam off will
translate into nearly 100+ V improvement with beam on.
