Your problem is probably that the mysql-devel RPM package is not installed.

To check if it is do,

  rpm -qa | grep ^mysql

If it is then "mysql-devel-???" will be in the list. (???? is the version)

For RedHat 7.3 it is in /RedHat/RPMS on the 3rd CD.

To install,

  rpm -ivh /RedHat/RPMS/mysql-devel-???.i386.rpm
