[BLAST_ANAWARE] another blast.sc_cal

Hi,

thanks to Chi we noticed quickly that after swapping modules last Tuesday
various TDC offsets have changed (since run 8635).

The change of blast.sc_cal from last Saturday (elog message 25998) does
not reflect this since this version was based on (cosmics) run 7150.

Such a change of offsets affects the online crunching results, but will
nevertheless be handled properly with the refined run-by-run offsets
anyway. However, in order to provide "ballpark" timing for the online
crunching this required a quick fix.

I have now generated a new version of blast.sc_cal for static-calibration
crunching (already in cvs and in /home/blast/blast/pro2004/Blast_Params),
based on the previous one and with the monitoring function of the flasher
applied and evaluated for run 8650. As far as I could see from a freshly
crunched flr ntuple,
chain[0]->Draw("ttl-ttr","trig==1&&ntl<16&&ntr<16&&qwl*qwr==-1") becomes
symmetric again.

The first crunch started after changing blast.sc_cal again is for
run 8817.
