the following runs are not in RUNLIST(apart from the ones Vitaliy pointed out)

the following runs have no elog entry
10995 10441 9524-9525 8153
we probably we miss quite a few runs if we take only the ones in both
runlist and elog. so I think these runs should be included once data
quality is confirmed.
the following runs are questionable:
10709: elog shows as EMPTY target run, Vitaliy includes as ABS D2?
9854: no RUNLIST, elog marked INVALID
9536: elog marked UNCONFIRMED
9098-9103: RUNLIST comment: WC right turned off
