[BLAST_SHIFTS] operation meeting 10/27 and runplan

Beam status: beam is ready injection to 160 mA. Data taking started
at around 10 am this morning

Wch: after 2 days hiatus Wch TDC spectra are good in the right sector
        but not too good in left sector. In layer 0-0-0 about 1/7-1/8 of
        the valid hit distribution is missing (run 12131).
        Signal to noise looks good. We accessed the hall to tweak a
        little more flow to the left sector chamber. 2 hrs later some
        progress shows (12134) but is slow. Right sector still good.
        Decided to wait until tomorrow when a new return line will be
        installed

Runplan:

C shift should try the 3He target at increasing flow rates. We
discussed how V14 should be closed to avoid pressure build up in the ABS.
The daq livetime can be monitored as usual with the rate of bdcct to dcct
scaler channels. The beam injection current may have to be re-adjusted
as needed.

Then switch to polarized hydrogen, 32 deg holding field for the rest of
the night.
