[BLAST_SHIFTS] Shifts cancelled until noon tomorrow

Hi,

        Latest from Ernie is that target will not be available until around
noon Saturday. Therefore I would like to cancel the shifts until that
time. We will know more later today and I will send out another
message later but for now assume shifts cancelled until noon Saturday,
