Routine for target spin angle.

Hi,

        Attached is a simply routine to return the target spin angle as a
function of z and the nominal spin angle (something near 32 or 47
degrees). Profiles are based on Genya's measurements.

        People analysing data to determine the nominal spin angle should
vary the input value for nominal to find the best agreement with the
data. After we agree on the "best" nominal value for both 32 and 47
degree running we should fix this value in the code and just use that.
