[BLAST_SHIFTS] summary,plan 10-31

The right sector retiming is finally doen. After a more careful analysis

_ the TOF hv has a negligible effect

_ the retime peaks did not line up as well as last july, although I
  do not see what could have changed (the TDC cable does not matter)
  on a channel by channel basis. The biggest shift was about 5 ns, which
  is a small (??) systematic on the Wch calibration

_ we see plenty of protons btw, although we were not seeing them with
  the start counter in left sector, but physically on the right..... blabla
 

_ delays have been saved in retime_right_l16.settings. Retime is good to
  +- 2ns, peak show their already known sigma (0.5 ns)

_ We now take out the start coutner. Vitaly will go ahead with elastic for
  the rest of the night. A written runplan is in the CB. We will take
  Wch data
