[BLAST_SHIFTS] day shift 10/31

Completed retiming of left sector. All TOFs within +/- 1.5 ns, which
is the range between the most extreme cases. Most are much closer
than that. Thus a mean and sigma would indicate a much smaller
spread. However, since we are using this to start the TDCs for the
WCs, it would seem that the max spread is most relevant.

Still to do: what is the time difference between L and R?
