[BLAST_SHIFTS] C shift

We spent most of the time working on software and cerenkov efficiency
analysis. It seems imperative for everyone to agree on the same cuts for
this. Cuts in Cuts.C seem to vary, occasionally significantly, from what
we arrived at by looking at the data. We left a note in the logbook on how
we did our cuts aa well as a sample number for the efficiency of the Left
0 cerenkov which we will not quote here. It seems that we have enough
statistics by now to study the efficiency at the 5 threshold voltages on
the forward cerenkovs (25mV, 35mV, 45mV, 65mV, 85mV).

We took a few runs after changing some of the delays on the cerenkovs on
the left. Seeing no definite effect we went back to the old values.

We also note that during one of the runs we took tonight we saw the beam
drop sharply to zero and come back a minute later without anyone notifying
us. This event tripped the HV. The CCR said that "something might have
happened" and that the beam "might have reinjected itself".
