[BLAST_SHIFTS] E-mail entries to elog

When making e-mail entries to the elog, please take note:

the e-mail address you should send entries to is : elog@blast.lns.mit.edu

If you send to blast05, or another comp then the entries will not be made
into the elog (atleast, not until I come across them and process them
manually, which may be days or more after you intended to make them.)
