[BLAST_SHIFTS] DAQ inhibit from HV disabled- SHIFT TAKERS PLEASE READ

Hi,

It appears the I/O card used to inhibit data with crates tripping has failed. I
wasn't able to get a hold of anybody who might
know where a replacement card (NI DIO-96) is so until one is found the HV data
inhibit is removed from the master gate.
This means that data will be taken while the crates are in standby. When one is
found I can swap it out.

Also the card reads in the trip status, so currently it will always read "TRIP"
for all the crates. This means you will not know
when a crate does trip so it would be wise to check the hv (esp the wc
periodically) and reset those that have tripped.

Other than that operation of the hv should be the same as before.
