[BLAST_SHIFTS] keep logging experiment and target polarization

Dear shift takers,
we have have routine ways to extract vector and tensor polarizations and
all shifts should be able to produce these numbers almost effortlessly.
Please see attached summary of instructions. I've posted these in the CBay
as well.

In order to save the results in an orderly fashion we will use a common
simple log file. Without saying, we should use the *same* programs/macros
too... Typically in a shift (~ 1.5 kC) we have enough data to extract
vector polarization (10 %), while it takes 24 hrs to get a practical
result on T20.

It would be very useful to contribute and maintain a simple polarization
log file ~/pro2004/analysis/pol.log, updating it at every shift and when
needed every 24 hrs.
