Added/modified the following files to include the Compton
database support in blast library. The cvs commit is done to the
head point.

ComptonDB_example.C is an example macro that shows how to use the
new class. Explanations are written in this example, and the
TBLComptonDB.cc files.
Now, we should have direct access to the beam polarization
within macros, and all source codes that uses BlastLib2. The
database file ComptonDB.root will be updated as we continue to
fill the database. The installed database file have the following
statistics:
